SAFE - Secure Messaging and Secure Document Managements

SAFE is a secure, Web-based Internet/Intranet messaging program that includes both public and private board rooms for information sharing. With SAFE, users can post documents and transfer information between groups or selected parties in a secure Forum and have those documents downloaded securely between computer systems without involving e-mail.

Problem

To be successful, law enforcement agencies need to securely share information. But the two most common methods for sharing information – e-mail and fax – lack the privacy and security that is required. And there are few alternatives to communicate information and exchange documents securely across municipal, county and state lines.

Ideally, law enforcement needs a way to selectively establish secure virtual meeting rooms with others, and a means to securely exchange documents. Such a real-time information forum would increase the efficiency of inter-agency communications, saving both time and energy.

Solution

Emerald Systems, Inc., a Microsoft Government Partner, has developed a multi-level messaging program to address this problem. The solution, known as SAFE, is a multi-level secure messaging and secure document transfer program. It provides the ability to share information securely and to have secure meeting rooms for briefings, discussions, and brainstorming. It provides a secure platform for sharing sensitive documents.

SAFE allows agencies to set up both public and private meeting rooms. It provides six levels of security and allows documents to be transferred directly between computers, by-passing email. SAFE is a virtual information sharing system. It provides a Web - Portal that allows users to communicate and share documents from any place in the world at any time. SAFE facilitates public forums across a wide range of topics for members while also providing a medium for establishing secure, closed meeting rooms. This eliminates the need to mass email information and/or documents, which can threaten security.

SAFE supports an auto-subscribe feature that allows a user to subscribe to a message or meeting room and receive automatic notification via email when new information is entered. SAFE also supports conversation mode processes so that users can carry on a meeting or discuss a topic in a secure meeting room environment. Documents can be attached to messages. As an option, documents can be assigned to specific individuals within a secure room. They can then be downloaded computer to computer, bypassing email.

SAFE's key features include:

• Conversational Messaging Mode: Allows responses (Posts) to be made to messages (Threads) and viewed in a multi-threaded manner to maintain conversational mode.
• Automatic Information Subscription: Clients may subscribe to a Thread in support of Conversation Mode. Then the subscriber is automatically notified by e-mail when a response is made to that Thread.
• Secure Document Transfer: Parties to a secure Forum many post documents to messages. Documents are downloaded computer to computer in an encrypted format* by-passing unsecure e-mail processes.
